# 長野県議会で本校1年生3人が発表

## 若者の県外流出に注目し、地方に住みながら都市部の大学に進学するアイデアを提案

10月9日(木)に開かれた長野県議会の少子化・人口減少対策調査特別委員会に1年生3人が招かれて、研究発表を行いました。

発表したのは1年3組の松木さんと矢沢さん、1年6組の山崎さんです。吉田高校の生徒と4人で全国高校生政策甲子園東日本地区大会(今年7月に東京都庁で開催)にも出場していて、そこで提案した『ふるさと高等教育ネットワーク構想』を県議会議員の前で発表しました。

『ふるさと高等教育ネットワーク構想』は、都市部の大学の機能を地元の企業や農園などにも置き、オンライン講義と地元の現場での学びを組み合わせて、学生が地元で暮らしながら都市部の大学に在籍して学びを深めることを可能にするというアイデアです。例えば、農学部の学生だったら、長野のリンゴ農園で日常的に実習を重ねながら、大学の講義はオンラインで受けられるというものです。実習で得られた収益の一部を学生に還元して経済的な後押し、地域と連携して地域に教育拠点を作るという、若者だけに恩恵が留まらない構想を考えました。

県議会議員の皆さんから難しい質問が出た場面もありましたが、1年生ながら臆せずに堂々と答えている姿も印象的でした。

政策甲子園と、なかなか経験することがない県議会での発表を終えた感想を聞きました。

●政策甲子園では、東日本予選会から全国大会へ進むことができませんでしたが、同年代の意見を聞くことができて良かったです。それぞれの地域の課題を分析し、高校生という立場だからこそできる柔軟な発想で政策を考えているチームが多く、印象に残っています。今回の経験を通して、物事を考えるときに「実現可能かどうか」から入るのではなく、広い視点で「〇〇のような仕組みがあったらよいな」というものをどうすれば実現できるか考えることが大切だと感じました。県議会委員会発表では、今まで様々なことを経験されている議員の方々から、私たちがこれまで考えてこなかった新しい観点で意見をいただくことができて参考になりました。  
●私たちは県議会で発表することが決定して以降、第三回全国高校生政策甲子園東日本地区大会で発表した政策の一部をもっと現実性を伴った形へと再構築していくことに注力した。メンバーがそれぞれ班活や勉強で多忙を極める環境にある中、なんとか政策を一応の完成形へと到達させることができた。県議会議員の方々からは激励の言葉や政策についての改善案を頂き、短い時間ではあったが極めて有意義なものとなった。今後、私たちの考えた政策が実現するかは分からないが、実現するしないに関わらず、未来の当事者として地域の課題について正面から考えたことは私たちにとって大きな財産となった。私たちは来年も政策甲子園に挑戦したいと考えている。来年はさらに課題について深く掘り下げ、よりバージョンアップした政策を提案することができるよう、全力で邁進していきたい。
